Tara Qualey

Lodge Chief

Meet your Lodge Chief Tara Qualey! Tara is an Eagle Scout from Troop 192 in Millersville, MD, and a Brotherhood member from the River Hawk Chapter. She was inducted into the OA in 2021 and has previously served as the Lodge Vice Chief of Communications, River Hawk Vice Chief of Communications, Conclave 2025 Co-Coordinator and as the CVC of Activities for Conclave 2026. As the Lodge Chief, she also serves as an ex-officio member of the Baltimore Area Council Executive Board and is a voting member of the Section E10 Council of Chiefs. In her troop, Tara currently serves as an Assistant Scoutmaster and has previously served in positions such as Senior Patrol Leader, Quartermaster, and Order of the Arrow Unit Representative. She is also a member of Crew 3141 in Odenton, MD. Outside of Scouting, Tara is a freshman at the University of Maryland studying atmospheric and oceanic science in the College Park Scholars program. In her free time, she enjoys scuba diving, reading, watching movies, and spending time with friends!

Nathan Buckingham

Vice Chief of Communications

Meet your Vice Chief of Communications Nathan Buckingham! Nathan is an Eagle Scout from Troop 874 in Ellicott City, MD, and a Brotherhood member from the National Pike Chapter. He was inducted into the OA in 2022 and has previously served as the National Pike Vice Chief of Communications, National Pike Chapter Chief, and Membership Committee Chair. He currently serves as the E10 Section Secretary. In his troop, Nathan has previously held the positions of Patrol Leader and Order of the Arrow Unit Representative. He has also served as a Troop Guide for NYLT 2025-1. Outside of Scouting, Nathan is a sophomore at Howard High School where he plays football and participates in Army JROTC. In his free time, he enjoys skiing, working out, and collecting patches.

Tim Clingenpeel

Vice Chief of Finance

Meet your Vice Chief of Finance Tim Clingenpeel! Tim is an Eagle Scout from Troop 771 in Annapolis, MD, and a Brotherhood member from the River Hawk Chapter. He was inducted into the OA in 2023 and has previously served as the CVC of Special Events for Conclave 2025. He currently serves as the Section E10 Trading Post Coordinator. In his troop, Tim currently serves as an Assistant Scoutmaster. He is also a member of Ship 1790 in Baltimore, MD, and Crew 3141 in Odenton, MD, where he serves as the Vice President of Programs. Outside of Scouting, Tim is a sophomore at the University of Maryland in the letters & sciences program with goals of transitioning to computer science. In his free time, he enjoys hammock camping and playing video games.

Joe Carloni

Meet your Vice Chief of Inductions Joe Carloni! Joe is an Eagle Scout from Troop 769 in Odenton, MD and a Brotherhood member from the River Hawk Chapter. He was inducted into the OA in 2022 and has previously served as the Lodge Vice Chief of Program and River Hawk Vice Chief of Service. In his troop, Joe currently serves as an Assistant Scoutmaster and has previously served as an Assistant Senior Patrol Leader, Quartermaster, and Patrol Leader. He has also served as a Troop Guide for NYLT 2023-2. Outside of Scouting, Joe is a freshman at Anne Arundel Community College studying political science.

Austin Snell

Vice Chief of Program

Meet your Vice Chief of Program Austin Snell! Austin is an Eagle Scout from Troop 769 in Odenton, MD, and a Brotherhood member from the River Hawk Chapter. He was inducted into the OA in 2022 and has previously served as the River Hawk Vice Chief of Service and the Logistics Committee Chair. He currently serves as the CVC of Special Events for Conclave 2026. In his troop, Austin currently serves as a Patrol Leader and has previously served in positions such as Assistant Senior Patrol Leader, Scribe, and Order of the Arrow Unit Representative. He has also served as a Troop Guide for NYLT 2023-2. Outside of Scouting, Austin is a senior at Mount Saint Joseph High School and is planning on studying applied mathematics in college. He also love watching movies, playing video games, and spending time with friends!

Cori LeRoy

Vice Chief of Service

Meet your Vice Chief of Service Cori LeRoy! Cori is a Life Scout from Troop 1920 in Bel Air, MD, and a Brotherhood member from the Harford Chapter. She was inducted into the OA in 2022 and has previously served as the Harford Chapter Chief and as the Lodge Vice Chief of Inductions. In her troop, Cori currently serves as a Den Chief for Pack 313 and has previously served in positions such as Senior Patrol Leader, Scribe, and Order of the Arrow Unit Representative. She is also a member of the Valkyrie Service Day planning committee. Outside of Scouting, Cori is a senior at C Milton Wright High School and is looking at studying marine biology, with thoughts of early childhood education or child development in college. In her free time, you can find her at the gym, out in town with her friends, or reading alongside her cat “Mew”.

Ceremonies

Trains a dedicated ceremonies team and puts on ceremonies at all Lodge events where ceremonies are needed. Maintains ceremonial supplies and works to improve ceremonial practices.
